My thoughts are that anything legal that can slow traffic down, even if only temporarily, is valid to try. Example: We live on a 2-lane, paved county road that is a convenient, 1 mile long connector artery between two busy state roads. Consequently, we get fast moving traffic turning onto our road to hop over onto the other state road. Our road has a speed limit of 30 mph (posted) that seems to only make the transiting traffic go faster.
One of our neighbors had some signs made and installed that clearly identified the road as a "stop stick deployment area." This slowed traffic only for a few days. Then this same neighbor had some artificial stop sticks made and deployed across the road. This worked even better for a few weeks until drivers got accustomed to them. During this time sheriff's deputies made several visits to the neighbor to let him know that what he was doing bordered on illegality and he could be held liable for any incidents that resulted in property damage or injury.
Finally, some one got pissed about the speeding (the neighbor swore that it wasn't him) and deployed sticks against a speeding dirt-hauler dump truck. Got all 14 tires! The truck made it out onto the highway before he realized that he had serious tire problems.
To my knowledge, the authorities were never able to catch the culprit although we were all investigated pretty thoroughly. The sheriff made the neighbor remove all the signs and deputies patrolled the roads for several weeks. Unfortunately the speeding problem defies solution.
