Really, there was nothing you could do outside of getting somebody to get the woman to move her car.
It certainly sounds like she had poor parenting skills. I see the same sort of thing among a wide spectrum of parents, from upper class down to very poor. Poor woman. Imagine the headaches she's gonna have with this kid when he becomes a teenager unless she puts her foot down now.
