Three year olds into public school?

We have just been told here that our provincial government is planning to put three- and four-year-olds into full-day public school kindergarten. While I understand that this is because there is a lack of safe, competent daycare, it still bothers me. Of course, they're not saying that, they're saying it's to "give the kids a good start." (Aside from the point that there is a screaming shortage of trained early childhood educators, which is a degree course here, which is the reason why there *is* a shortage of good daycare here. So how are they going to staff these kindergartens?) So Mom gets pregnant, gets a one-year maternity leave (during which part salary from job will be paid by the government), the baby goes into some kind of infant care from one year after birth until third birthday, and then goes into kindergarten.
I know I'm not a parent, I know I was a high school teacher, not elementary, but it seems that a significant part of kids' days won't be spent with their parents, they'll be spent with others.
