On the surface, it seems that the mother uses diversions like the DVD player in her minivan to amuse the kid rather than teach him how to behave in certain situations. To me, it’s on a par with putting valuable and/or breakable items at home out of a child’s reach rather than teaching kids from the time they’re toddlers that some things are off-limits to them - by saying NO, don’t TOUCH that. When children learn from an early age that “no” MEANS no, it goes a long way toward avoiding behavioral problems as they grow older.
Of course, it’s also possible the boy you saw has a medical condition that causes behavioral problems, in which case I sympathize with the mother’s dilemma.
