Little children need limits, and it's the fault of the parents if they don't learn those limits and live inside them. Our reward for how we raise our children is what others say about them. Sometime in the future, that child will pay for what his mother allowed.
If that woman left her child in a minivan here, unsupervised, she would be arrested, and rightly so. Children are not adults and don't have the decision making ability that parents should have, so they are unsafe alone in a vehicle.
