Could be both. A normal child that age shouldn't be allowed to act that way in public but you don't know his background. He could have a developmental disorder or behavioral disorder that needs routine and when the routine is changed acting out occurs & parents then have to be somewhat accomodating. But that shouldn't include parking in the handicapped space in front of the doctor's office.
