I do not know when you are talking about but police in the past took far more Liberties with citizens rights then now.
Such cities as LA, Chicago & NY had incredibly corrupt police forces dating back to their founding.
LA in the 30's/40's had possibly the most corrupt department in the history of the world.
True certain "Leaders" are causing havoc with the Constitution but the local police for the most part do their best today.
