My main concerns are the potential misuse of the information in the database (which I elborated on in the initial post but you seemed to miss).
The only correlation I can give to explain is HIV testing. Here legally people are entitled to anonymous testing. When I saw that they were doing testing at the state school I was attending I went in and asked about being tested. When I brought anonymous testing the guy representing the health departement was like "WHY DO YOU NEED ANONYMOUS TESTING?!?! WHAT ARE YOU TRYING TO HIDE?!?!" When I explained that I was only asking because I knew that the law entitled me to anonymous testing he still wanted to know why I needed it. I finally just said I don't need it; I've been tested before, it was negative & I can count how many I people I've had unprotected sex with in the past five years on two fingers, but I'm entitled to it by law. He then said if I opted for anonymous testing I couldn't be given the results, which is bullshit, I was taking a graduate class with a woman who also works for the health department and she verified that he was wrong & he was likely fired when she got back to the office.
When I mentioned the encounter to my sister who has done volunteer work with HIV clinics and similar organizations she agreed with the guy from the clinic and said that since if the test was positive that the treatment would likely be paid for by the government that they had a right to know who tested positive. She also added that her agency offered anonymous testing but required a government issued ID to be tested specifically for the ability to report positive results to the state.
We have very few rights, so I refuse to give ones legislated by law away. Maybe you've never been in a situation where you've had to.
