If the child you described is normal, I would say yes, he is exhibiting inappropriately bratty behaviors. I would not have put up with that kind of behavior in my 7-year-old children. However, sadly, I've seen many well-meaning parents who refuse to develop a spine when it comes to their children.
However, I have a nephew who has Asperger's Syndrome, on the autism continuum. My sister, who is a diligent parents, has trouble controlling him sometimes. It's entirely possible you witnessed a parent of a child with some sort of medical condition.
Yes, some ADHD kids can be controlled and sit quietly. And my sister has managed to teach my nephew how to behave and to curb his impulses. But he is very sensitive to external stimuli and cannot stand being in a crowded, noisy place.
