Bratty kid? Cranky old grouch?

What do you think of this situation? Left my GP's appointment just before end of regular office hours/beginning of "walk in clinic" which is what you use if you need to see a doc *today* without an appointment. They give you a number, like a deli, and you take your turn. While waiting for my cab pick-up outside, doors flew open, screaming seven year old (approx.) came running out, in full tantrum mode. Didn't want to wait. Followed by mother. Final settlement after a lot of argument? Kid could sit in the minivan watching a movie on the onboard DVD while Mom would run in and out, seeing how soon his number would be up. So, in order to make the trips in and out of the clinic, Mom moved the minivan to the closest spot to the clinic doors, which was, of course, one of the handicapped spots. Kid didn't stop screaming until everything was in place.
Am I just a cranky old grouch, or is this kid just pushing the limits? Surely a seven-year-old kid should be able to behave in public. But I've never been a parent, so I don't know.
