In the case of a hand-held circular saw, the teeth rotate upward from below the stock in order to force the wood upward (or, the saw downward, actually) to keep the stock in contact with the sole plate. Opposite rotation would result in the saw tending to lift away from the wood, causing an unsafe loss of control and wobbly cuts.
It's important that the stock to be cut is held firmly by clamps or its own weight, since this rotation also tends to push the wood forward, away from the direction of tool motion.
