The teeth will always engage in the direction towards a surface which restrains the wood. To do otherwise would result in the wood going flying.
Since in most cases the wood is sitting on table the force is downward against that table.
As for what happens if the wood isn't restrained--an incident from the factory I work for many years ago. The saw in question moved up into the wood when a pedal was pressed. Normally there were two clamps that made contact with the wood first to keep it from going flying. Unfortunately, the guy stupidly loaded two pieces of wood (accident? It seems to me more likely he was trying to be lazy but I don't think we will ever know.) into the machine. The clamps come up but they are only built to hold a piece of wood--the second piece is only lightly restrained. It comes flying out hard enough to break his hand.
