Generally, you will see a larger conductive strip down both the left and right sides of the window. These act as power buses for the thin, horizontal conductive strips that actually produce the heat. As you noted, one side would have a potential, and the other would be grounded.

If there was a break in any of the thin conductors, then that strip only would be an open circuit and not produce heat. The others would continue to work. These breaks in the conductors happen when cargo or careless window cleaning damage the conductors. I'm assuming this is why some (but, not all) of your conductors just end.

It's possible that you have some dead conductors but the window is still being defogged by the heat spreading out from the live ones. Or, maybe there is enough conductor remaining, but difficult to see, that is keeping the strip live.

Any auto parts store will sell a kit for repairing the broken strips. It consists of tape to mask the broken area and a brush-on conductive paint to repair the break.
