True about servers' wages

In this province, a first-time worker gets $6/hr for the first 500 hours ("training wage") and then minimum wage is $8. That applies only once in working career. But of course, there's a lot of "tipping out." Even dishwashers get tipped out by the wait staff. Neither wage is liveable.
I've shopped in many places in the US (Detroit, all of Washington, Oregon, Hawaii, for over fifty years--grew up near the US border) and service in stores has always been much better than here. The difference here is noticeable, and service has *really* deteriorated in, say, the last twenty years.
And I'm not a cranky customer. I'm the one who snipes at people picking on servers and checkers, for example.
