I don't think so. Both types of devices operate up into the microwave region. I think delays are caused more by the number of stages and whatever processing is going on. As for satellite delay, I'll bet the delay is mostly because the sigs are being regenerated, not just amplified and repeated.
Pay attention to your cell phone conversations. How many times do you talk over someone and stutter because you are both trying to talk at the same time? Cell system delays vary all over the place and local calls, at least, are not going thru satellites. I'll take the good old analog cell phone any day!
