At least in the old-fashioned speedometer, the meter itself is basically a galvanometer. In such a device, an electromagnetic force drives the needle up against the resistance of a spring, which drives it down. The speed is registered at the equilibrium position, where the two forces balance. At speed 0, the em force is zero, and so is the spring force. However, the jiggling of the car at low speed would produce a jiggling of the needle if there were not a small residual spring force (on purpose) pressing the needle down against the peg. That's why the meter is not very reliable between 0 and 5 or 10 mph.
