I think it is because most analog speedometers use a magnet that rotates near the cable that is attached to the pointer on the dial. With no magnetic field the pointer would simply fall straight down. I think the peg is there so that visually, the speed numbers begin at about 7:00 and may be easier for us hoomans to read. On the other end of the dial, the highest speed is usually about 5:00 and some cars have a peg there too.
I have seen pegs on other dials than speedometers, but I suppose it has to do with the vehicle and the gauge manufacturer.
