The flat sheet is designed to keep the harshness of the blanket off your skin. This was for when they had blankets made of rough wool, but the sheets stayed. It's also so your body doesn't have contact with the blankets because the blankets don't usually get washed as often as the sheets.
The top sheet is for comfort and sanitation. The bottom sheet is for the same.
