I wonder if many of those are considered misdemeanors (here it means punishable by one year or less, sometimes punishable with only a fine) and maybe that's why they are still free.
I would think a theft of thousands of dollars would be a felony but the wording is confusing. Usually theft under XXX would be a misdemeanor & theft over XXX would be a felony, but the highest I've seen in US is over or under $500, the least I've seen was over or under $150. Texas doesn't differient, theft is a felony whether it's a pack of smokes or hundreds of thousands of dollars. Same with an assault, if you punched a guy most places it's a misdemeanor as well, but it's still assault (although technically it should be battery).
As far as b&e's go you'd think they'd be a felony but in Texas they're only a felony if you're breaking and entering to commit another crime. I can' really think of a non-criminal reason to break into someone's house, though. And it would be pretty stupid to do so down here as we have a castle law & a law that allows for deadly force to protect property.
