This just in--more concrete information

The BigTown police have released information on the top three candidates for "ludicrous chronic offenders" status.
No. 1--148 convictions for: theft under $5,000, "many" B & Es, and assault, dating from 1979. That's an average of 5.1 convicted crimes per year.
No. 2--130 convictions, mostly for theft, dating from 1975. Average of 3.93 convicted crimes per year.
No. 3--128 convictions for: robbery, theft under $5,000 and B & Es, dating from 1988. Average of 6.4 convicted crimes per year.
The "averaging" is mine, and I think it's safe to say that the crime numbers per year have probably accelerated over the years.
Their mug shots have been released, and all three are currently on the street.
