The police and Super Ludicrous--isn't he a hip-hop artist?

Our Big City cops have created a new category of convicted felons. They are "ludicrous chronic offenders" (I kid you not!) which means they have been convicted of more than 130 criminal offences. Players in the minor leagues trying to move up to the "bigs" are: chronic offenders, more than 30 crimes; and super-chronic offenders, more than 100 crimes. What overpaid, under-talented mind came up with the two stupidest of those names? "Chronic offender" sounds OK to me, but the others are, well, ludicrous.
Why can't we simply call the guys batting over 130 BADs? Bad Ass Dogs? Bad Ass Dudes? Or TATKEYs--"throw away the key"? That can't be any more ridiculous than the names the cops have picked.
I can only guess that in the future when one of these talented responsible citizens hits 150 or 160, we'll have "super-ludicrous chronic offender."
Yeesh, they could have created a contest, a $5 entry fee for each citizen's suggestion for good names for criminal categories. Panel of unbiased judges. Split the proceeds between the winner and some worthy charity, like our provincial children's hospital. Or the victims' assistance fund.
