John Galsworthy's "Castles in Spain" an essay written in 1920 as a retrospective on how WW I had changed civilization as they knew it. But I'm *sure* there's a poem that includes the phrase, too. Will have to look some more.
Never enjoyed Galsworthy's non-fiction, but loved his novels as a kid. If I went back and read them now, I'd probably think they were sappy and unrealistic, but I think they were a pretty fair characterization of a certain segment of English society in the time he wrote of. ("The Forsyte Saga," etc.)
