But if the paper carrier wasn't on his property his nudity must have been able to be seen beyond his property. To me that would fit with public nudity.
I recall friend talking about a professor at law school who was talking about a case where a guy seemed to be purposely walking around naked in his home in front of unobstructed windows (no drapes, shades, etc) when he knew that local coeds would be around. One guy was questioning the distance he was seen from, so she walked up in front of the class so that she was about the same distance from the student as the man in the case was seen from. She asked if he could see her; when he answered yes she asked if he could see her if she was naked. It sounded funnier in retelling than it does here.
You'd have to know the professor to know that was just kind of her style; I recall asking her about a specific law (one part of public lewdness in TX is that it's illegal to have sex with an animal if in a public place or, if not in a public place, the person doing it is reckless about whether another is present who will be offended or alarmed by it) and asked where the law regarding having sex with animals at all was (the penal code we got was abbreviated & didn't contain the whole thing so I thought that it might have been in a chapter not included in the book), her response was "um, this is TX; it's not only not illegal, but it's encouraged in some counties".
